Jeff’s practice focuses on briefing complex legal issues at all levels of the federal judiciary, including the U.S. Supreme Court. His briefing experience covers many areas of law, including statutory interpretation, separation of powers, bankruptcy law, patent law, administrative law, antitrust, and white-collar defense. In Ruan v. United States, 597 U.S. 450 (2022), a case involving the mens rea standard for physicians prosecuted under the Controlled Substances Act, Jeff drafted successful cert- and merits-stage briefs, securing a unanimous victory for his client at the Court. He has also drafted complaints and dispositive motions in proceedings before federal district and bankruptcy courts. His work securing dismissals with prejudice in federal price-fixing prosecutions earned him recognition from AmLaw Litigation Daily as a Litigator of the Week.
Jeff earned his J.D. from the Georgetown University Law Center, where he graduated magna cum laude and was elected to the Order of the Coif. During law school, he served as an Articles Editor of the Georgetown Law Journal and Co-Director of the Moot Court team. After graduating from Georgetown, he clerked for the Honorable Thomas M. Hardiman of the U.S. Court of Appeals for the Third Circuit. In his free time, Jeff enjoys cooking, watching his Denver Broncos, and spending time with his wife and son.
