Philip focuses his practice on appellate litigation, constitutional law, and strategic counseling. He has briefed or argued cases at all levels of the federal and state judiciary, including the U.S. Supreme Court, federal courts of appeals, and state supreme courts.
Before joining Clement & Murphy, Philip served as Senior Assistant Solicitor General in the Office of the Tennessee Attorney General. In that role, he successfully represented the State in high-profile redistricting and voting-rights litigation and advised the Attorney General and General Assembly on complex and time-sensitive legal questions. His work has spanned a broad array of subject areas, including a wide range of constitutional provisions, the Administrative Procedure Act, immigration laws, Title VI, Title X, the National Environmental Policy Act, and the Toxic Substances Control Act.
Philip earned his J.D. from the University of Michigan Law School, where he graduated summa cum laude and was elected to the Order of the Coif. During law school, he served as the Executive Articles Editor of the Michigan Law Review and received numerous academic and oral-advocacy awards. After graduation, he clerked for the Honorable Patrick J. Schiltz of the U.S. District Court for the District of Minnesota and the Honorable Amul R. Thapar of the U.S. Court of Appeals for the Sixth Circuit.
In his free time, Philip enjoys watching college football, playing tennis, and traveling with his wife, daughter, and their labrador retriever.
